According to the preliminary estimation of the Territory Body of State Statistics in Saint-Petersburg and Leningradsky Region (Petrostat), by the date of 01.01.06, the number of citizens of Saint-Petersburg is 4580,62 thousand people.
Among them more than 500 thousand people (10, 9%) live in communal flats, hostels, in tumbledown and breakdown dwelling.

These people are deprived of elementary conditions of life, such as bath, hot water and telephone.
Many of them don’t have money to buy flats because1 ì2 costs from 1000$. Not everyone can buy a flat for 100000$, but many people can rent a flat for 100$ - 200$ a month.
That’s why one of the variants of the solving the housing problem in the city will be to build private houses for future renting. Those will be profitable houses of XXI century. The society of official tenants of private multi-flats houses should be returned to life.
Those profitable houses will suit the modern requirements. The owners of the houses will be obliged to keep flats and surroundings in great order and tenants will pay taxes in the budget of the city together with the money for renting to the owner of the house.
