Having to limit the gas release will hinder industrialization and development, and cutting down carbon emission is definitely a challenge for many developing countries. Through discussions, the OECD countries have agreed to help the developing countries financially and technologically to reduce their carbon emissions, so that the developing countries aren't hindered in their economical growth. The developed countries will have to pay extra to the amount they are already donating. This was originally agreed in the United Nations Framework Convention on Climate Change or UNFCCC.
