Before delving into the certain highlighted and major bills and groups during this time period – it is essential to understand what was happening in the nation when many of the bills were being passed.

There was a war on with France at this point, as England battled against the armies of Napoleon. Additionally, France had set up a blockade – preventing English goods from entering the continent. Because of this, the English economy was suffering greatly. This decline in exportation worried the public – creating panic, bankruptcy, and bank failure. Due to this, wages of common people lowered substantially around 1811.

However, all of England 's economy was not dependent on the new industrialized economy. England had a large agricultural industry. This industry, though not harmed the lowering of wages suffered greatly. In the years from 1809 to 1812 it suffered due to crop failures. The English people, however, needed food – their supply didn't meet the growing demand, so they were forced to buy grain from Russia . These grains were not as readily available to markets, since they had been imported, resulting in extremely high prices.

In addition to these economic deficiencies, England had to face a war with America in 1812. This war resulted in cutting of trade with America.
