Normal War: Necessary Government Response

There are two ways to assess government response in this particular situation: from the perspective of the warring government and from the perspective of the nearby countries.

In the eyes of the warring government, the primary goal should be ensuring civilian and structural protection. In modern warfare, a significant amount of violence is directed towards civilians with the intent of creating an atmosphere of death and disorganization. While some may dismiss this type of government response as infeasible, look only to British civilians' fortification techniques during 'their' war against Germany during World War II. Although these British civilians were constantly under holistic attack through near hourly air raids, they always took measures to ensure the safety and protection of their families. These measures included discreet fleeing of major and industrial cities, stowing away in underground, secure cellars and taking residence in strong, government facilities. In such a sense then, governments in warring countries should provide for their citizens. A practical technique would be to use cargo trains or buses to extricate people from jeopardized townships to more distant locations. Such a situation would require mass governmental planning insofar as departure timings and drop off points.

In addition to these citizen evacuation responses, governments should immediately seek diplomatic negotiations with encompassing, inter-governmental organizations, like the United Nations, NATO and the European Union. The mission of such talks should be to acquire the support of other government institutions and heads of state. With this support, a warring nation can potentially dissuade its aggressor from continued and increased attacks.

However, a government cannot merely hope to achieve domestic tranquility by seeking diplomatic support. Government officials should immediately acquire military defense utilities and machinery to protect their civilians from possible attack. After procuring these devices, governments should deploy soldiers and police officers to secure various townships (or for less equipped countries, whichever are the most populated and/or economic forward moving).

War is ultimately a devastating factor, no matter how it is responded to. Governments and citizens alike though, should take some degree of comfort in that by employing these methods, lives will most definitely be saved and the culture of a country, most decidedly, ensured.
