Terrorism involves the acquisition and the use of its powers in the wrong way for the purpose of forcing others to submit or agree to the Terrorist's demands as a very clear political nature.  Moreover the goals and targets of terrorism are politically motivated too.  A terrorist attack is meant to generate publicity and focus attention to the organization behind the attack, which is designed to create the political power.  It also fosters and creates an environment of fear and intimidation that the terrorist can manipulate.   The success of terrorism is measured by its ability to attract attention of the terrorist and their cause and by the psychological impact it exerts over a nation and its citizens.  In the case of conventional warfare, the armed forces military assets are destroyed, territory is seized and the number of enemies dead measure its success.
