For the first time, France used this word Terrorism in the French Revolution during 1789 to 1799. But at the time terrorism was used to defeat the capitalist powers and to regain democracy. It also meant to purify the country from all its evils. But due to intervention of some people, terrorism transformed into a feared instrument of state. Then onwards terrorism has had a decidedly negative connotation. Terrorism does not gain much popularity with the group of Russian Revolutionaries describe their violent struggle against Czarist rule adopted it in the late 19th Century.
