National prohibition made it illegal for people to get alcohol right.  This should have refrained people from drinking because they couldn’t get alcohol.  Actually, this made alcohol easier to get for the women, because saloons had been entirely male environments.  But there were other ways that people got their liquor than buying it from a saloon, and this is what this section covers.
