To deal with the increased crime due to Prohibition, the government created a department to deal specifically with the crime due to the Noble Experiment. The department was the Bureau of Prohibition. It cost the government millions to finance this bureau and pay all of the deputies and workers. Also, the bureau was very corrupt. The bootleggers made so much money, they could afford to deal out a lot of money to pay of the police and members of the Bureau of Prohibition. As a result the Bureau had to be reorganized to cut down on corruption. 

During Prohibition there was an increase in other government departments as well. The employment of the customs service and the coast guard increased 45 and 188 percent respectively.  The customs services budget increased 123 percent and the budget of the coast guard increased over 500 percent! This just added to the national debt.
