This would allow for governments to save money and provide for improvements in other aspects of the region's development in addition to bringing in a cheaper store of medicines replete with HIV drugs equivalent to those produced in American pharmaceutical research laboratories.
Dedicated efforts to decrease the number of intravenous drug users in the region. This is the most important reform measure, as this group of the population comprises the majority of HIV/AIDS bearers. Only by limiting the continuance of this practice can change be achieved.
